Klanten of opdrachtgevers van het detectivebureau waren in vele gevallen ex-collega's van de
BOB of de Gerechtelijke Politie. Heel wat klanten werden aangebracht door advocaten, in
totaal bijna honderd, onder wie bekende namen zoals Jean-Paul Dumont (raadsman van
talrijke extreem rechtse militanten), Pierre Chomé (zoon van Mobutu-opponent Jules Chomé
en onderzoeksrechter Francine Lyna), Mario Spandre (raadsman van Moïse Tsjombé), Edouard
Jakhian of Thomas Delahaye. Een rijkswachter die lid was van de Brusselse Infosectie van de
BOB en daar onder meer belast was met onderzoek naar extreem rechtse groepen in
Vlaanderen, vroeg bijvoorbeeld aan ARI informatie over ene Vanhecke. Bedoeld is
waarschijnlijk André Vanhecke, de oprichter van Cosmos, de inlichtingendienst van het Vlaams
Blok (fiche 397). Pikant is wel dat deze BOB'er door zijn Franstalige collega's werd verdacht
van VMO-sympathieën. Een majoor van de luchtmacht uit Zaventem, die werkte voor de
militaire inlichtingendienst SGR, deed eveneens een beroep op ARI, net als een agent van de
Staatsveiligheid.

Uit de database blijkt onomstotelijk dat ARI rechtstreekse contacten onderhield met en
opdrachten uitvoerde voor de Amerikaanse ambassade in Brussel en de Belgische antenne van
het Drug Enforcement Agency (DEA). Ook individuele Amerikaanse prominenten deden een
beroep op ARI. Richard C. Strauss bijvoorbeeld, een Texaanse advocaat en gewezen minister
onder president Nixon, besloot op voorspraak van burggraaf Etienne Davignon (topman van de
toenmalige Generale Maatschappij) Bouhouche en Beijer in te schakelen. Strauss vroeg en
kreeg inlichtingen over het Belgische vriendje van zijn dochter Tania, een student uit
Schaarbeek.

Nog andere klanten van ARI werden aanbevolen door oud-rijkswachtkolonel René Mayerus,
directeur van het European Institute of Management (EIM), eveneens een privéinlichtingendienst,
met zetel pal tegenover de Amerikaanse ambassade aan de Brusselse
Kunstlaan. Voorzitter van EIM was de vroegere Amerikaanse ambassadeur in Brussel, Douglas
Mac Arthur II junior, de zoon van de bekende generaal uit de Tweede Wereldoorlog. Eigenaar
van EIM was wijlen Michel Relecom, zakenman met belangen in Zaïre, vertrouweling van
president Mobutu en voorzitter van de Belgisch-Afrikaanse Kamer van Koophandel. EIM had
destijds in Zaïre verschillende contracten lopen met de overheid. In België verwierf de
zonderlinge firma, dankzij Mayerus, contracten met onder andere het ministerie van
Buitenlandse Zaken voor de beveiliging van diplomatieke bijeenkomsten en topconferenties in
diverse kasteeldomeinen van het departement, zoals het Egmontpaleis.

Mayerus bracht Bouhouche en Beijer voorts in contact met het Amerikaanse commerciële
inlichtingenbureau International Intelligence Inc. (Intertel). In opdracht van Intertel, zo leert
de database, onderzocht ARI bijvoorbeeld een firma die kantoren had aan het Brusselse de
Meeusplein, toevallig recht tegenover de toenmalige hoofdzetel van de Staatsveiligheid. ARI
legde ook contacten met de Haïtiaanse ambassade in Brussel met het oog op eventuele
politiek asielaanvraag voor de Haïtiaanse dictator Jean Duvalier.

Een oude bekende op de klantenlijst van ARI is de Saoedische geheimagent Faez El Ajjaz, die
zich voor journalist uitgaf. In hun databank brengen Bouhouche en Beijer hem in verband met
de affaire-Vernaillen (de moordaanslag op rijkswachtmajoor Herman Vernaillen), WNP en
European Institute of Management. Minder voor de hand liggend was dat het detectivebureau
regelmatig informatie inwon op vraag van het weekblad Pourquoi Pas? Intensieve relaties
bestonden er ook tussen ARI en baron Jean de Barsy, een berucht financier die later in de
criminaliteit verzeilde. Als oplichter en witwasser bleek de Barsy samen te werken met figuren
die gelieerd zijn met de bende-Haemers (de ontvoerders van VdB) zoals Maurice Lammers,
vader van WNP'er Erik Lammers.

Jim Hougan, now Washington editor of Harper's Magazine, has spent the past four years researching and writing this documentary on what he calls the haunting of America - the increasing use by corporations and wealthy individuals of secret agents, or spooks. He predicts that if the trend continues unchecked, the United States is likely to witness the emergence of a new form of totalitarianism, an industrial regime of secret agents and manipulators operating within the framework of a state that is only nominally democratic. From the evidence he presents, his statement is not too far-fetched; America is already far down that road.

Some of the material is already familiar - the Howard Hughes story, Intertel, Lockheed's extensive international bribery, the scheme to assassinate Castro, Robert Vesco's bizarre fiefdom in Costa Rica. Much of it is less well known, or only suspected. But the cumulative effect will be profoundly disturbing to anyone still naive enough to think that virtue ultimately triumphs; vice and corruption have a lot more going for them. Hougan, incidentally, wrote this book at considerable risk. He was looking under slimy rocks that various powerful people wanted left alone, and he was threatened more than once. Some of his subjects have not stopped at murder.

Hougan doesn't confine himself strictly to corporations and individuals. He takes a hard look at that shadowy area in which the interests of multinational corporations coincide with national interest. In such situations,the CIA discreetly looks the other way or covertly encourages the dirty tricks. There isn't as much in the book about domestic corporate spying as there might have been; the attempt of General Motors to discredit Ralph Nader, for example, which led to a breakthrough in public awareness of what was going on behind the scenes, gets hardly a mention. Hougan doesn't always organize his massive research adequately, and he forces the reader to impose patterns on events. Still, the facts are there.

Hougan believes one reason for the proliferation of industrial and private espionage is that the U.S. government provides a steady source of supply. Washington in effect operates a university for the training of spooks. The most conservative estimate places the number of spies employed in various agencies of the federal government at 148,000.

America has become a haunted place as its intelligence agents move from the federal campus to the profitable private sector, he writes. Bringing burn bags, bugs, scramblers, covers, conduits and codes to an array of business activities ranging from labor negotiations to mergers and sales, the spooks are making a financial killing while transforming the way business is done, American style.

Most of Fortune's top 500 corporations employ spooks, either on a contract basis from one of the 4,200 registered investigative firms, or using freelancers. Hougan admits that occasionally their work benefits the public, though incidentally. More often the public is their target and, even when no laws are broken, justice is often undone.

Industry's intelligence agents operate in a kind of moral vacuum, seeming to believe the end justifies the means. A good example of prevailing ethics was given to a U.S. Senate subcommittee by Lockheed president Daniel Haughton. Explaining his company's massive bribery of foreign officials, he argued that because Lockheed had not broken any American laws in the United States, it had done no wrong. Lockheed, says Hougan, is only one of literally hundreds of American corporations found to have paid bribes and kickbacks amounting to billions of dollars. The way is usually paved by the shadowy go-betweens of the intelligence community.

It's curious how the name of Richard Nixon keeps surfacing in Hougan's narrative. There was his involvement in l954, for example, when he was vice-president, in an attempt to destroy Aristotle Onassis. It followed Onassis' deal with Saudi Arabia to give him a larger share of oil to transport in his tanker fleet. The United States saw it as a threat to the prevailing price structure and Stavros Niarchos, Onassis' main competitor, naturally saw it as a threat to his interests. Niarchos hired super-spook Robert Mayheu, later to become Howard Hughes' right-hand man, to orchestrate a campaign to discredit Onassis. Mayheu persuaded the CIA to join the campaign, and Nixon hopped aboard to represent the interests of U.S. oil companies. They managed to get the pact re-negotiated, but Onassis suffered no lasting damage. The interesting thing, as Hougan relates the story, is how Mayheu and Nixon and their collaborators conducted the campaign, particularly their manipulation of the media.

Hougan regards that campaign against Onassis as a seminal event in the development of underhand means to achieve an end, and traces a direct line to Watergate. In the Onassis caper, he writes,the CIA became the financial instrument of a private consortium led by Vice-President Nixon - who would later use the Plumbers in similar ways for ostensibly political ends. Clearly, the Onassis affair constituted an early and historic abuse of the CIA's charter, perhaps establishing a pattern for years to come.

But he warns against attaching too much importance to Nixon. Ruthless, unlikable and corrupt, he's a convenient fall guy whose banishment to San Clemente may tempt us to believe the worst is over. And yet Nixon was only the symptom of a deeper malaise that respects neither party lines nor distinctions between the public and private sectors. Indeed, from presidents and billionaires to the manufacturers of cars and hamburgers, spookery has spread with a vengeance, corrupting what it touches as certainly as a cancer cell will do.

Hougan argues that public awareness must be one of the first weapons in the fight against the haunting of America. His compelling book should provide a big step in that direction.

Thomas McKeon was one of the first people Union Carbide Corp. called after poisonous gas leaked from its factory in Bhopal, India, in 1984.

McKeon, president of the corporate investigation firm Intertel, and a group of Intertel employees immediately flew to Bhopal. Their first task was to determine exactly how many residents of the impoverished city were killed or injured. Then McKeon set out to find out what caused the disaster. After Intertel spent more than two years in India, McKeon says, it helped Carbide back its contention that a disgruntled employee started the chemical reaction that led to the leak. Intertel's evidence helped Carbide settle with the Indian government for $465 million in February - generally considered a good deal for Carbide.

Rockville, Md.-based Intertel, a subsidiary of Resorts International Inc., is No. 2 in high-level corporate intelligence. Like No. 1 Kroll Associates, Intertel works for CEOs and investment bankers in takeovers and on security matters. Intertel's specialty, though, is international work and ``geopolitical risk analysis'' - studying the economic and political climate of a region for a company planning to do business there.

McKeon, a lawyer and former government prosecutor, started Intertel in the early 1970s with Chairman Robert Peloquin and a partner who has since left. Resorts helped finance the start-up, eventually buying Intertel in 1975. ``We were focused on organized crime in business - and Resorts wanted to keep (crime) out of (its) casinos,'' says McKeon. Intertel's 40 employees tackle about 200 cases a year. McKeon won't discuss other cases. He mentions tracking assets of the late Shah of Iran, but won't say more.

En 1974, Michael Ledeen approfondit à Rome ses études sur le fascisme et le terrorisme. En 1977, il rentra à Washington, D.C., pour joindre le Center for Strategic and International Studies (CSIS) affilié à l'université de Georgetown. Il devient alors directeur du Washington Quaterly publié par le CSIS.

Il continue à voyager souvent en Italie, et reconnut lors d'un entretien au Wall Street Journal avoir été salarié en 1980 des services secrets militaires italiens - SISMI en tant que consultant3 — Le SISMI était impliqué à l'époque avec la loge P2 et Gladio dans la stratégie de la tension, durant les années de plomb. Selon Francesco Pazienza, chef du « Super-SISMI », ils montent ensemble le Billygate (en) qui plombe la campagne de Jimmy Carter en révélant des liens entre son frère et le régime libyen 4.

Il devint ensuite le conseiller spécial du secrétaire d'État Alexander Haig en 1981 (Haig était l'ancien chef du SACEUR, le commandement central du SHAPE (l'OTAN) en Europe, qui dirigeait directement le réseau Gladio). De façon intéressante, Michael Ledeen a été, avec Pazienza, l'un des plus ardents propagateurs de la thèse selon laquelle les services secrets bulgares auraient été derrière la tentative d'assassinat du pape Jean-Paul II en 1981 par un membre des Loups gris, Mehmet Ali Ağca. Selon certains, cette théorie aurait permis de détourner l'attention vers le KGB, alors que les Loups gris étaient infiltrés par des agents du réseau paramilitaire Gladio.

A Fun Little Exercise

AIG spent $11,379,000 lobbying in 2007. So far, in the first two quarters of 2008, they've spent $6,730,000. Third quarter statistics are due October 21st.

The American government now owns 80% of AIG.

AIG is still paying lobbyists to lobby the American Government.

I like the way digby puts it: The government is paying lobbyists to lobby itself.

Via Eric Umansky and Sharona Coutts at ProPublica:

An AIG spokesman, Joseph Norton, told us via e-mail a few minutes ago: "We are not a GSE [government-sponsored entity] and are therefore not restricted. We remain a share-holder owned entity and continue advocacy activities."

"That's an absurd and unacceptable response," Fred Wertheimer of Democracy 21 told us. "Government officials should move immediately to correct this situation. The government now owns AIG. And the government should not be retaining private lobbyists and lobbying firms to lobby itself."

Wertheimer added, "It sounds like AIG officials don't seem to understand that the United States government owns them now, and they are not freewheeling independent operators in the private sector as they used to be."

So, I did some digging and found out that one of AIG's lobbying firms, Akin, Gump, Strauss, Hauer & Feld, also lobbies for the Colombian government, the Government of Georgia, Kingdom of Saudi Arabia, and is chock full of troubling characters:

James C. Langdon Jr., Senior Executive Partner at Akin Gump, is a Bush Pioneer having raised at least $100,000 for Bush in the 2004 presidential election.
Bill Paxon, Senior Advisor, is another Bush Pioneer, former chairman of the National Republican Congressional Committee (NRCC).
Ken Melman, former deputy assistant to George W. Bush and director of White House political affairs, who's also been linked to Jack Abramoff

There are also some Democrats on the team:

Robert S. Strauss, former U.S. ambassador to Russia, chairman of the Democratic National Committee and special trade representative under President Carter;
Vernon E. Jordan Jr., former chairman of the Clinton Presidential Transition Team

Members of the intelligence board, known as PFIAB, are granted the highest security clearance and develop top-secret advisories and reports for the president, most of which are not even available to members of Congress."


It looks like BushCo was already paying lobbyists to lobby his damn self. It just didn't matter to the American public until they watched their tax money prop up AIG. Now, maybe, everybody will pay attention? Nah.

En 1974, Michael Ledeen approfondit à Rome ses études sur le fascisme et le terrorisme. En 1977, il rentra à Washington, D.C., pour joindre le Center for Strategic and International Studies (CSIS) affilié à l'université de Georgetown. Il devient alors directeur du Washington Quaterly publié par le CSIS.

Il continue à voyager souvent en Italie, et reconnut lors d'un entretien au Wall Street Journal avoir été salarié en 1980 des services secrets militaires italiens - SISMI en tant que consultant3 — Le SISMI était impliqué à l'époque avec la loge P2 et Gladio dans la stratégie de la tension, durant les années de plomb. Selon Francesco Pazienza, chef du « Super-SISMI », ils montent ensemble le Billygate (en) qui plombe la campagne de Jimmy Carter en révélant des liens entre son frère et le régime libyen 4.

Il devint ensuite le conseiller spécial du secrétaire d'État Alexander Haig en 1981 (Haig était l'ancien chef du SACEUR, le commandement central du SHAPE (l'OTAN) en Europe, qui dirigeait directement le réseau Gladio). De façon intéressante, Michael Ledeen a été, avec Pazienza, l'un des plus ardents propagateurs de la thèse selon laquelle les services secrets bulgares auraient été derrière la tentative d'assassinat du pape Jean-Paul II en 1981 par un membre des Loups gris, Mehmet Ali Ağca. Selon certains, cette théorie aurait permis de détourner l'attention vers le KGB, alors que les Loups gris étaient infiltrés par des agents du réseau paramilitaire Gladio.
