Peu avant l'attaque d'Alost, on observe des choses suspectes à l'adresse de l'avocat Philippe Lebrun (Overijsesteenweg n° 70 à Hoeilaart).

Philippe Lebrun a été avocat de Paul Vanden Boeynants.

Philippe Lebrun a aussi été associé à Michel Vander Elst.

Michel Vander Elst habitait à côté de Paul Vanden Boeynants.

Michel Vander Elst a réglé des problèmes financiers pour Patrick Haemers, Thierry Smars en Philippe Lacroix.

(...)  Maar helemaal vreemd werd dit verhaal toen we te weten kwamen wie de eigenaar was van de villa aan de Overijsesteenweg nummer 70 in Hoeilaart, waar onze getuige de Ford Granada Coupé in hadden zien staan. De getuigen hadden er geen flauw idee van, dus zochten we het uit. De toenmalige eigenaar bleek een advocaat te zijn die tot het begin van de jaren '90 heel wat renommée had in kringen van Brusselse zakenadvocaten. De man heeft nu geen kabinet meer. Toen journalisten van het weekblad Humo hem belden bevestigde hij dat hij de vroegere eigenaar was van de villa in Hoeilaart.
 
In de jaren tachtig werkte hij samen met een collega, zei hij, de zakenadvocaat en specialist in het opzetten van ontduikings- en ontwijkingsconstructies in fiscale paradijzen Michel Vander Elst. Vander Elst, die in de jaren '80 in de Brusselse Franklin Rooseveltlaan de buurman van Paul Vanden Boeynants was, regelde toen de illegale financiële zaakjes van Patrick Haemers, Thierry Smars en Philippe Lacroix, gangsters van wie nu duidelijk is geworden dat ze verwikkeld waren in het financiële geknoei van het Brusselse milieu rond Paul Vanden Boeynants. Vander Elst deed hetzelfde voor een andere kennis van VdB: de politieke lobbyist en de spin in het Brusselse pedofilienet Michel Nihoul.
 
Vander Elst werd op het proces tegen de Bende-Haemers veroordeeld voor zijn betrokkenheid in de ontvoering van Vanden Boeynants door de Bende-Haemers. Die ontvoering is overigens nooit serieus in kaart gebracht door het Brusselse gerecht. Het is nog altijd niet duidelijk waarom en op bevel van wie Haemers en co VdB hebben ontvoerd. De Brusselse financiële advocaat Etienne Delhuvenne suggereerde in 1993 in Humo dat dat misschien wel was gebeurd op verzoek van Vander Elst en diens grote baas, de louche Luikse zakenman Léon-Francois Deferm.
 
De advocaat die vroeger in de Overijsesteenweg nummer 70 had gewoond, was niet alleen dik bevriend met Michel Vander Elst. "Ik was één van de advocaten van Paul Vanden Boeynants", zei hij aan Humo. "Ik was een financieel advocaat en ik regelde de fiscale problemen van Vanden Boeynants." In zijn verklaring voor de tweede Bendecommissie zei de Brusselse substituut Jean-Francois Godbille dat de Bende van Nijvel het zichtbare deel was van een misdadige financieel-economische structuur, van een maffieus zakenmilieu dat in de jaren zeventig en tachtig in Brussel was gegroeid. "Een milieu dat gedreven wordt door de macht van het geld", noemde Godbille het. Rond Vanden Boeynants is in de jaren zeventig en tachtig zo'n milieu gegroeid. Allemaal toeval?

Il est membre du Center for Strategic and International Studies dont le "Transnational Threats Director" is Arnaud de Borchgrave.

Difficile de tirer des conclusions solides de tout cela vu que je n'ai reproduit que quelques lignes de notices qui semblent bien plus complexes et nuancées ...

Uit de database blijkt onomstotelijk dat ARI rechtstreekse contacten onderhield met en opdrachten uitvoerde voor de Amerikaanse ambassade in Brussel en de Belgische antenne van het Drug Enforcement Agency (DEA). Ook individuele Amerikaanse prominenten deden een beroep op ARI. Richard C. Strauss bijvoorbeeld, een Texaanse advocaat en gewezen minister onder president Nixon, besloot op voorspraak van burggraaf Etienne Davignon (topman van de toenmalige Generale Maatschappij) Bouhouche en Beijer in te schakelen. Strauss vroeg en kreeg inlichtingen over het Belgische vriendje van zijn dochter Tania, een student uit Schaarbeek.

Nog andere klanten van ARI werden aanbevolen door oud-rijkswachtkolonel René Mayerus, directeur van het European Institute of Management (EIM), eveneens een privéinlichtingendienst, met zetel pal tegenover de Amerikaanse ambassade aan de Brusselse Kunstlaan. Voorzitter van EIM was de vroegere Amerikaanse ambassadeur in Brussel, Douglas Mac Arthur II junior, de zoon (sic ! c'est un neveu) van de bekende generaal uit de Tweede Wereldoorlog. Eigenaar van EIM was wijlen Michel Relecom, zakenman met belangen in Zaïre, vertrouweling van president Mobutu en voorzitter van de Belgisch-Afrikaanse Kamer van Koophandel. EIM had destijds in Zaïre verschillende contracten lopen met de overheid. In België verwierf de zonderlinge firma, dankzij Mayerus, contracten met onder andere het ministerie van Buitenlandse Zaken voor de beveiliging van diplomatieke bijeenkomsten en topconferenties in diverse kasteeldomeinen van het departement, zoals het Egmontpaleis.

Mayerus bracht Bouhouche en Beijer voorts in contact met het Amerikaanse commerciële inlichtingenbureau International Intelligence Inc. (Intertel). In opdracht van Intertel, zo leert de database, onderzocht ARI bijvoorbeeld een firma die kantoren had aan het Brusselse de Meeusplein, toevallig recht tegenover de toenmalige hoofdzetel van de Staatsveiligheid. ARI legde ook contacten met de Haïtiaanse ambassade in Brussel met het oog op eventuele politiek asielaanvraag voor de Haïtiaanse dictator Jean Duvalier.

Een oude bekende op de klantenlijst van ARI is de Saoedische geheimagent Faez El Ajjaz, die zich voor journalist uitgaf. In hun databank brengen Bouhouche en Beijer hem in verband met de affaire-Vernaillen (de moordaanslag op rijkswachtmajoor Herman Vernaillen), WNP en European Institute of Management.  eveneens een privéinlichtingendienst, met zetel pal tegenover de Amerikaanse ambassade aan de Brusselse Kunstlaan. Bob Strauss, Texas native and big-time Washington insider, was relaxing at his vacation home in Del Mar, California, when the phone rang. It was Strauss's close friend, J. Livingston Kosberg, a millionaire nursing home and S&L operator from Houston. Kosberg told Strauss that he planned to buy a sick Dallas-based thrift named First Texas. With $2.4 billion in assets, mostly long-term loans earning low fixed rates, the S&L was losing money at a $40-million-a-year clip, largely because interest rates were rising, including the interest First Texas had to pay to attract depositors. Kosberg was going to steer the thrift away from home mortgage loans. De regulation of the industry had opened up the possibility of lending money to developers in Texas's then booming commercial real estate market. The up-front fees on construction and development loans were inviting, and profit-sharing agreements with the developers could mean millions more when the properties $ ultimately were sold. Strauss invested about $400,000, he says, in exchange for 10% of the equity. His son, real estate developer Richard C. Strauss, was promptly made a director of First Texas, and within a year bought a quarter of his father's share. Despite rising land prices, Kosberg's charge into commercial real estate never succeeded. The problem: Everybody and his brother was lending money to erect office towers and garden apartments. Rampant overbuilding threatened profit margins at almost all the thrifts involved. But the crush of the crowd did not lead Kosberg to rethink his strategy. He wanted to go still deeper into commercial lending. Le CSIS est une organisation fort liée a la CIA (présence de Cline entre autres) et financée par Scaife (http://www.sourcewatch.org/index.php/Scaife_Foundations) qui donne plus d'argent au CSIS et NSIC qu'à la Heritage Foundation.

Il faut aussi voir ce qu'en dit David Teacher dans "Rogue Agents" ...

When Resorts decided to enter the private-spook biz, it picked two very well-trained and well-connected men to run Intertel. The agency's first and only president is Robert Peloquin, a former Naval Intelligence agent and veteran of former Attorney General Robert Kennedy's "Get Hoffa" squad. Later Peloquin headed up the Justice Department's Organized Crime Strike Force. Peloquin's first Intertel deputy was James Golden, formerly Vice President Nixon's Secret Service bodyguard and later security chief of the 1968 Nixon campaign. Golden and Peloquin recruited for Intertel many CIA and FBI veterans, as well as former heads of Scotland Yard and the Royal Canadian Mounted Police. After a few years at Intertel, Golden rejoined Nixon to head the organized-crime section of the Law Enforcement Assistance Administration. Peloquin remains in charge of Intertel.

Pour information : dans le Paris Match du 20 au 26 juin 2013, il y a un article sur Lumumba ... et il est question de Etienne Davignon ...

Un lecteur attentif me fait remarquer qu'il y a un "Lebrun" dans l'affaire Lumumba ...

Lebrun est nom très commun, difficile d'y voir clair sutout s'il n'y pas de prenom.

Parlant d'homonymes, il y avait un Grosjean au Dolo, ex pilote militaire de Braine-le-comte (voir l'affaire Edouard "Doudou" Van Huynegem)- un rapport avec le René Grosjean cité plus haut dans l'article sur Lumumba? sachant que le milieu des mercennaires et Congo-"philes" du Dolo est particulierement intéressant

La présence de "Davignon" et "Lebrun" dans la cellule Congo pourrait aider à comprendre le lien entre Davignon et Richard C. Strauss. Il faudrait cependant savoir comment Davignon a pu connaître ARI ... (via les liens ARI - Intertel ??? ou autre chose ...). Il faudrait d'abord avoir plus d'informations sur le "Lebrun" dont il est question ...

Il est en tout cas frappant de voir le nombre de fois où les affaires congolaises (surtout katangaises) reviennent : Weber, Spandre, Davignon, Vogeleer, Relecom, Tavernier ...
