Le Cercle

Si l’Institut de Vaduz était clairement un rejeton direct du CEDI, le Cercle, Cercle Pinay ou Cercle Violet, parait plutôt en être un « enfant adoptif ». L’histoire du Cercle est étroitement liée à l’étonnante carrière transnationale de l’avocat français Jean Violet, militant anticommuniste, conseiller politique, consultant d’entreprises et agent secret. Né en 1917, Jean Violet avait grandi dans un milieu bourgeois, conservateur, catholique et antilibéral. Étudiant en droit à Paris, il semble avoir sympathisé avec des groupuscules antidémocratiques et proto-fascistes pendant les années 1930 [37].

À la fin des années 1940, il devint observateur officieux du Saint-Siège auprès de la Commission du droit international de l’Assemblée générale de l’ONU. En 1952, le président du Conseil français, Antoine Pinay, recruta Jean Violet comme conseiller et collaborateur informel. Celui-ci initia une campagne de lobbying internationale destinée à empêcher toute condamnation de la politique coloniale française en Afrique du Nord par l’ONU. Il encouragea aussi une politique de rapprochement vis-à-vis de l’Espagne franquiste [38].

Il servit enfin d’intermédiaire entre Antoine Pinay et plusieurs hommes politiques allemands tels que le chancelier Konrad Adenauer et le jeune ministre fédéral Franz Josef Strauß, afin d’apaiser les polémiques autour du projet de la Communauté européenne de défense. À partir de 1955, Jean Violet fut également un correspondant bénévole du Service de documentation extérieure et de contre-espionnage (SDECE) [39]

Pendant les années 1960 et 1970, avec le soutien d’Antoine Pinay et de Franz Josef Strauß, Jean Violet transforma son réseau de contacts internationaux en un forum « privé » de discussions et de négociations diplomatiques, réunissant des hommes politiques d’affiliation conservatrice venant de tous les pays occidentaux : le Cercle. Les animateurs du Cercle organisèrent deux ou trois conférences par an, en vue d’un « échange des avis et des informations sur la situation mondiale » et de la création de « relations interpersonnelles d’importance politique [40] ».

Les lieux de ces rencontres secrètes variaient. Parmi ses participants réguliers, il y avait plusieurs protagonistes du CEDI, dont Otto de Habsbourg, Alfredo Sánchez Bella et le général Pierre Marie Gallois, l’un des artisans de la stratégie française de dissuasion nucléaire. Mais le Cercle recruta également des participants en dehors du CEDI. Cela vaut par exemple pour le président du Conseil italien, Giulio Andreotti, le journaliste et militant anticommuniste Brian Crozier, le député du Bundestag Alois Mertes, l’ancien ministre de Finances libanais Pierre Eddé, l’ancien directeur de la Banque centrale d’Argentine Luis María Otero Montsegur et l’industriel italien Carlo Pesenti [41].

À partir de la fin des années 1960, les animateurs du Cercle commencèrent à revoir leurs anciennes positions antilibérales et à surmonter leur attitude antiaméricaine. Le Cercle fut élargi et progressivement transformé en lieu de rendez-vous transatlantique. Le premier participant des États-Unis fut David Rockefeller, président de la Chase Manhattan Bank et l’un des hommes d’affaires les plus influents dans les coulisses de la scène politique de Washington. Sa relation étroite avec Henry Kissinger dotait le Cercle d’un accès privilégié au nouveau président américain Richard Nixon. Jean Violet essaya d’en tirer profit en prévenant Henry Kissinger du danger d’un prétendu noyautage communiste des milieux ecclésiastiques en Amérique latine et en initiant une campagne destinée à convaincre les gouvernements occidentaux que la « libre circulation des hommes et des idées » devait être érigée en principe fondamental de la Détente et des accords d’Helsinki [42].

Dans la deuxième moitié des années 1970, le Cercle devint le pivot d’une diplomatie parallèle visant à contrer la politique des gouvernements occidentaux jugée trop conciliante vis-à-vis du communisme. L’idée de Franz Josef Strauß de créer un « front conservateur au sein de la Communauté Européenne » [43] attira l’attention de Jacques Chirac, qui était en train de se positionner pour la campagne présidentielle de 1981, et des Tories britanniques qui venaient de prendre un tournant néoconservateur sous l’impulsion de leur nouveau leader, Margaret Thatcher. La présence britannique et américaine aux rencontres du Cercle s’intensifia considérablement [44].

Tandis que Margaret Thatcher et Ronald Reagan réussirent à gagner leurs campagnes électorales, Franz Josef Strauß et Jacques Chirac échouèrent. Au surplus, le Cercle commença à souffrir d’une mauvaise presse qui soupçonnait ses membres de sombres machinations et attaquait Jean Violet pour son implication dans l'« affaire des avions renifleurs » révélée en 1983 [45].

Une partie considérable des protagonistes européens se retira. Le Cercle devint un « think tank » de hauts fonctionnaires gouvernementaux, de conseillers politiques et d’anciens officiers de renseignement britanniques et américains qui entendaient expliquer les politiques de Margaret Thatcher et de Ronald Reagan à des interlocuteurs européens de plus en plus marginalisés dans leurs pays respectifs. Néanmoins, le Cercle survécut à la fin de la Guerre froide en Europe et même à la mort de son père fondateur, Jean Violet, en décembre 2000. Ses membres continuent à se rencontrer deux fois par an dans différents endroits [46]

Selon David Teacher, le changement le plus important intervenu au texte de "Rogue Agents 4" est l'origine du projet Sint Unum et les démarches de Kissinger malgré son refus du projet en 1970...


"The Sint Unum proposal had been sparked by a 2nd July 1969 Cercle dinner whose discussions were minuted for participant Henry Kissinger, a record recently released by the CIA – see footnote 119. The memorandum reads, in part:

"Violet said that new opportunities for cooperation between Europe and the United States in opposing the Soviet threat are now presented. The election of Presidents Nixon and Pompidou, the probable result of the election in Germany [in fact, SPD leader Willy Brandt would become Federal Chancellor after the September 1969 election], and the probability of a Conservative government's taking power in England in 1970 will allow for greater cooperation among these governments through exchanges of information "and influence."

Mr. Kissinger asked what specific ideas the group had in mind. The only idea put forward in response to his question was suggested by Edde and Otto von Habsburg, with the evident agreement of the rest. They expressed concern with Communist infiltration of the Catholic Church, particularly in South America. Indeed, most of the group felt that the Russians were now concentrating on the Church rather than on Communist Parties in South America. Catholic revolutionary activities are therefore very dangerous there. After Vatican II, the Communists had established a first-class information service targetted at the Catholic hierarchy. The service was organized by the Pax movement in Poland. They suggested that a counter-operation be established, with operations concentrating on Rome and South America. Mr. Kissinger said that he would welcome their sending him a concrete proposal in this regard. Violet said that he would do so".

Kissinger evidently felt that the emergence of liberation theology in Latin America was enough of a threat to hold an NSC meeting on the subject on 9th July 1969, commissioning a CIA study on the Church in Latin America

Vous nous avez donné récemment un document fort important dont j'avais longtemps regretté l'indisponibilité : le compte-rendu de la réunion du Cercle du 2 juillet 1969, publié sur le web par la CIA au lien

Ce document nous explique entre autres la naissance du projet Sint Unum, décrit notamment en 2010 par Alice Arduini dont les recherches ont été republiées dans Rogue Agents 4.

J'ai remarqué qu'à la page 8 du compte-rendu, l'assistant de Kissinger, Tony Lake, parle d'une liste d'invités à la réunion donnée au Tab A qui se trouve  à la page 11. Cette liste a sans doute  été rédigée par Lake lors d'une conversation téléphonique (donc les deux mauvaises épelations "Iddi" et "Sanches", mais qui donne le nom complet "Crosby Moyer Kelly", seulement le nom "Crosby M. Kelly"  étant indiqué par les divers chercheurs sur le Cercle).





Cette liste initiale rédigée par Lake identifie Violet non pas comme "Jean-Paul Léon Violet", le nom incorrect donné par Rockefeller dans ses mémoires, mais comme "Jean Eugene Violet". Une recherche permet de confirmer l'exactitude de ce nom et révèle que Jean-Eugène Violet a été le Président des Républicains Indépendants (CNIP, parti de Pinay) d'au moins 1958 à 1962 dans le départment de la Loire dont le chef-lieu est Saint-Etienne et la troisième plus grande ville est Saint-Chamond, la ville dont Pinay a été maire de 1929  à 1944 et de 1947  à 1977. Violet s'est présenté comme candidat CNIP à Saint-Etienne lors des deux premières élections législatives de la Vième République de 1958 et de 1962, sa profession de foi de 1962 incluant aussi une photo rarissime de l'homme en question.

Puisque les divers chercheurs sur le Cercle - de Péan à Grossmann - n'indiquent pas la vraie identité de Violet et son soutien a Pinay à travers le CNIP, j'ai actualisé la version étendue de Rogue Agents 4 pour inclure cette information ainsi que la mort de Rockefeller ce lundi.

Je ne compte pas réviser le livre  à l'avenir mais la nouvelle information inédite sur Violet me semble trop importante pour ne pas la prendre en compte.


Pour la petite histoire (information que je n'ai pas incluse dans la nouvelle version de Rogue Agents), les diverses nécrologies de Rockefeller publiées cette semaine semblent indiquer comment il a rencontré son futur conseiller principal pour les affaires européennes et répresentant personnel au sein du Cercle, Ridgway B. Knight, diplomate qui l'a remplacé  à  l'Ambassade américaine à Paris en 1946 :

"Mr. Rockefeller enlisted in the Army in 1942, attended officer training school and served in North Africa and France during World War II. He was discharged a captain in 1945. He began his banking career in 1946 as an assistant manager with the Chase National Bank"

Joël van der Reijden (Dutch investigative reporter specialising in the Deep State) infers that Le Cercle may be connected to the Strategy of Tension that the world has been experiencing in recent decades.

Ted Shackley was involved in oil deals after he left the CIA in 1979, facilitated by his close friend and fellow Cercle member, Conrad Gerber and oil smuggler John Deuss.

Funding for the group has changed over the years. The group states that it is “privately funded”. Multinational companies including Philips, Shell, the Ford Foundation and Standard Elektrik Lorenz have given the group money.

Robin Ramsay, editor of Lobster Magazine believes the CIA funds (Globalisation and Covert Politics Report) the group, a claim that Alan Clark also makes in his diaries. In the 1980s, the South African government was a major source of funds.

John E Lewis writes in his book The Mammoth Book of Cover-Ups (extract page) that Le Cercle was funded, amongst others, by the CIA for its “militant anti-leftism as it wars against it enemies more than jaws about them.”

Jonathan Aitken's world is truly crumbling around him. After his resignation from the Privy Council, the former Tory cabinet minister, ruined by his collapsed libel case against the Guardian, will have to cede another honour - one that his friends say he values as much as being a Right Hon or PC.

For the past few years Mr Aitken has been chairman of Le Cercle, a right-wing think-tank set up at the height of the Cold War for senior politicians, diplomats and intelligence agents which is one of the most influential, secretive, and, it goes without saying, exclusive political clubs in the West. Now he is about to be relieved of this role.

Since the collapse of his libel trial and the accusations of perjury against him, Le Cercle members have been talking discreetly in the dining- room of the Beefsteak and other right-wing clubs where they gather. "A consensus is emerging that he will be given time to resign and, if he does not, he will be asked to," said one member of Le Cercle.

In the world in which Mr Aitken operates, there can be no greater humiliation. So secret is Le Cercle, or just plain Cercle as it is known, that his chairmanship has never been revealed until now. Even the group's existence is only occasionally disclosed.

In his Diaries, Mr Aitken's close friend, Alan Clark, relates how he went with Mr Aitken and similarly right-thinking friends to a gathering in Muscat, Oman. He describes it as "an Atlanticist society of right- wing dignitaries" and, later, as "a right-wing think-tank, funded by the CIA, which churns Cold War concepts around".

The chairman before Mr Aitken was Julian Amery, the late Conservative minister; but in his extensive obituaries Cercle is not even mentioned. Before Lord Amery the chairman was Antoine Pinay, the former French prime minister - he was its first head and the group was known as "the Pinay Circle"; but again, his obituaries do not mention it.

One member contacted by this newspaper said he could not talk about it "even off, off the record". Another simply put the phone down.

Formed in the Fifties, Cercle was intended to cement Franco-German relations, as a buffer to Soviet aggression during the Cold War. Down the years, however, it has become much more, advocating right-wing causes round the world and growing into a confidential talking shop for about 70 politicans, businessmen, polemicists and personnel from the diplomatic and security services. Members are invited to attend its meetings; they cannot ask to be admitted, and as a condition of attending they agree to keep all sessions secret. It meets twice a year, once in Washington DC in the autumn and once in the early part of the year in an "overseas" venue.

This year's conference was in Berlin; last year's was in Amman. Among the speakers this year was Sir Percy Cradock, Britain's former ambassador to China and Margaret Thatcher's foreign policy adviser. Previous conferences have been held in Bucharest, Frankfurt and Oman. The group's British secretary is Geoffrey Tantum, a former security services officer, who lives in Surrey.

In this country, Cercle regulars number about 15, drawn mostly from the rich Tory right. Leading political lights are Paul Channon and Alan Duncan. David Burnside, the former British Airways public affairs chief, is a member - not for his BA work but for his passionate espousal of Ulster Unionism. Viscount Cranborne, John Major's former senior aide, has attended Cercle gatherings.

Brian Crozier, the author and well-known Cold-Warrior with close ties to MI6 and the CIA, is a senior member. Anthony Cavendish, the former senior MI5 man, is an old Cercle hand. Nicholas Elliot, the ex-MI6 officer, used to go to their meetings.

American regulars included Bill Casey and William Colby, heads of the CIA, Henry Kissinger, and Edwin Feulner from the Heritage Foundation. Mr Aitken's great hero, Richard Nixon, went to Cercle meetings after he left the White House. In Europe, Josef Bach, former chef de cabinet to the German Chancellor Adenauer, and Jean Violet, a Parisian lawyer and adviser to the French intelligence services, were also in Cercle.

In 1979, Mr Crozier presented a "planning paper" to the group. Among its aims was to secure changes of government in the UK and Germany. Mr Crozier noted that in the UK, with the accession of Mrs Thatcher, this had been achieved.

Other listed objectives were:

"Undercover financial transactions for political aims";

"International campaigns aiming to discredit hostile personalities or events";

"Creation of a (private) intelligence service specialising in a selective point of view";

"Establishment of offices under suitable cover each run by a co-ordinator from the central office. Current plans cover London, Washington, Paris, Munich and Madrid."

Despite the ending of the Cold War, the group is stronger than it ever was. The source of its funding is a mystery. Mr Clark and Robin Ramsay, editor of Lobster, the magazine that attempts to monitor the intelligence services, say it is the CIA. One member maintained that each person attending was asked to pay $500 to cover travel and that it was "entirely self- financing."

By all accounts, Mr Aitken loved being a member and adored being chairman. Its mixture of global politics and high-level intrigue suited him down to the ground. "He was always very prominent at the meetings; he was an excellent chairman," was the verdict of one Cercle member. He will miss it and they will miss him.

Joël van der Reijden aborde de très nombreux sujets, dont certains que je ne connais absolument pas.

En ce qui concerne les attentats du 11 septembre 2001, l'hypothèse d'un "complot" peut tenir la route mais je ne crois pas à l'utilisation d'explosifs ... L'impact des avions a été à mon avis largement suffisant pour entraîner la chute des tours du WTC.

En ce qui concerne les "témoins X" et les accusations de pédophilie, j'émettrais beaucoup de réserves et plusieurs témoignages ne me semblent pas crédibles mais ... je crois qu'il y a des choses intéressantes, malheureusement mélangées à tout le reste. Cela fait parfois penser à ce que les Italiens appellent "depistaggio" (diversion). A mon avis, Michel Libert dit la vérité au sujet des photos qu'il a vues ; il y a aussi les déclarations de Louis Sik ... Je crois que Walter Baeyens prépare un livre sur les abus sexuels ... peut-être pourra-t-il apporter un peu de clarté (s'il est suffisamment rigoureux).

Ce qui retient mon attention, c'est ce que Joël van der Reijden dit sur le Safari Club et sur Ted Shackley : "the old Safari Club network (or "Shackley group" as he more often refers to it) surrounding top CIA officers George H. W. Bush, Richard Helms, Frank Carlucci and Theodore Shackley should be considered key suspects".

Je ne sais pas si le Safari Club et Ted Shackley ont joué un rôle dans la préparation du 11 septembre 2001 mais il y a d'excellentes raisons de les soupçonner dans au moins une partie de la stratégie de la tension en Europe ; je pense bien entendu aux tueries du Brabant ainsi qu'à l'enlèvement et l'assassinat de Aldo Moro. Cela vaut en tout cas la peine de se renseigner sur ces sujets (en incluant Edwin P. Wilson qui connaissait très bien Robert K. Gray et qui a vécu en Belgique).

David Teacher, qui a beaucoup étudié le "Cercle", indique que rien dans les diverses sources écrites sur le "Cercle" ne permet d'étayer l'opinion de Alan Clark qui pense que la CIA le finançait ... certainement pas en tout cas quand le Cercle était encore très eurocentrique (avant 1968) ... tout indique plutôt que les participants aux réunions du "Cercle" se finançaient eux-mêmes.
