Former OSS spies on a mission to save old headquarters

The birthplace of modern American espionage has been hiding — as befits a former nest of spies — in plain sight.
The old headquarters of the Office of Strategic Services is a little cluster of stone and brick buildings clearly visible to anyone walking out of the Kennedy Center or zooming around the E Street Expressway. But few know that the Beaux Arts campus is where Gen. “Wild Bill” Donovan and his band of OSS agents invented the spycraft that helped win World War II, the pistol pencils, fake passports and the propaganda broadcasts that led enemy soldiers to doubt their causes (and sometimes their wives).
After the war, the compound became the first home of OSS’s successor agency, the CIA. And yet even to its neighbors, the spot’s remarkable pedigree as the place that bedeviled Hitler and crafted the Cold War might as well be stamped “top secret.”

In 1989, there was excessive violence in the Philippines largely thanks to U.S. interference. Earlier in the 1980’s retired U.S. General John Singlaub, President of the World Anti-Communist League, had held a meeting in Singapore with high-ranking members of the U.S. military to launch an intensive anti-communist campaign in the Philippines. It as meant to dampen the growing criticism of the Military Bases Agreement (MBA) the U.S. had established with the Philippines after WWII. The intent was largely to attack labor leaders, civic activists and organizers of all sorts. Assassinations were rampant in the Philippines while I was there. It appeared that anyone who was criticizing the government or helping the poor was considered a communist – it was the typical cold war philosophy.

Arms Scandal Reveals How International Deals Are Cut

WASHINGTON -- While exploring an American scandal, the Iran-Contra hearings have provided an intricate and revealing portrait of how international deals are completed, how ideological allies sometimes work at cross-purposes, and how even ostensible enemies can cooperate when the circumstances are right.
The most discussed and best-documented examples are the activities of heads of state and lower-level operatives in Nicaragua`s Central American neighbors.
Likewise, the participation of Israel in the Iran initiative has been widely reported, as have the tens of millions of dollars in contributions provided by Saudi Arabia.
Less discussed, but equally intriguing, have been the roles played by a handful of countries referred to in the hearings only by numbers: Country No. 1 is Israel, No. 2 is Saudi Arabia, No. 3 is Taiwan, No. 4 is China, No. 5 is South Korea and No. 6 probably is Singapore.
Last week came a new twist, countries identified by the first three letters of the alphabet; it quickly became apparent that A was China, B was Israel and C was the United States. Throw into the mix of nations Poland, which provided weapons for shipment to the Contras in 1985.
``It seems everybody around got twisted into this thing in one way or another,`` said one senior investigator. ``People will have to draw their own judgments about what it means, but it certainly says that a lot of people with diverse opinions can work together when they want to.``
For the most part, the countries mentioned were involved because Americans, with or without official sanction, asked them for funds to keep the the Contras afloat during the congressional ban.
Often, the methods were unorthodox, as when Lt. Col. Oliver L. North went to a men`s club in Washington for lunch and discussion with a representative of Country No. 4 -- a left-leaning nation -- on the possibility of getting weapons for the Contras. Or when North persuaded Poland -- also a supporter of Marxism -- to give weapons to the forces attempting to overthrow the communist leaders of Nicaragua.
More often the procedures were even more unusual because they entailed the use of private citizens to solicit donations into Swiss bank accounts for use in furthering an American policy initiative. Two retired major generals, Richard V. Secord and John Singlaub, described in detail how they had approached officials of countries including Nos. 2, 3 and 5 to ask for support.
Singlaub has acknowledged a complex proposal that had been designed to circumvent Congress and provide weapons not only to the Contras, but also to anticommunist guerrillas in Cambodia, Angola, Afghanistan and Ethiopia.
The scheme -- labeled in a diagram as ``3-way trade`` -- called for Country C to provide high-technology to Country B, which would then provide the information to Country A. In exchange, Country A would provide Soviet-made weapons to a trading company, which would supply them to the insurgents at the instruction of Country C.
An accompanying explanation of the plan said China (A) would not be aware that its weapons were destined for anticommunist rebels, and Israel (B) ``would only be aware of the buying power extended by the United States for U.S. technology.`` That appeared to mean Israel would also be kept in the dark.

| Juste quelques commentaires rapides sur le renvoi de Singlaub par Carter et le contexte de l'époque. Il faut rappeler que le projet de retrait américain hors de Corée du Sud n'a finalement pas été exécuté. Sur ce point:

Et rien de plus, Bernard... Je réagissais juste aux messages de Hervé sur le général Singlaub, vite fait. C'est pour ça que mon message porte la mention "commentaires rapides". Si vous ne savez pas qui est Singlaub, que le contexte de guerre froide dans lequel les TBW ont eu lieu n'a aucune importance pour vous, ou que votre intérêt se limite aux frontières de la Belgique et aux aspects tactiques / éléments matériels très spécifiques du terrain local (comme le calibre de la douille retrouvé par le gendarme Dupont dans les toilettes du café "Gros Baraki" à Perpète-les-Oies) , alors pas la peine de lires mes commentaires. Toutes ces histoires de CIA, d'OTAN/Gladio et de (para)politique vous paraîtront hors sujet. Sayonara ! |
