Il fut l'un des principaux animateurs de la politique extérieure des Etats-Unis dans les années 70. Le destin d'Henry Kissinger est lié à Richard Nixon dont il devient le conseiller à la sécurité nationale dès 1968.
Né en Allemagne en 1923 et expatrié aux Etats-Unis en 1938 avec sa famille, Henry Kissinger joua un rôle de premier plan dans les négociations de paix avec le Viêtnam et s'activa pour le rapprochement entre les Etats-Unis, la Chine populaire et l'URSS. Sa politique favorisa également les régimes pro-américains de l'Amérique du Sud. Secrétaire d'Etat dès 1973, il conserva ce poste sous la présidence Ford jusqu'en 1976.
En mars 1970, Temps présent dresse le portrait de «ce cher Henry», comme l'appelait Richard Nixon, à travers plusieurs témoignages de personnalités de la politique américaine, dond Robert Mac Namara et David Rockfeller.

En 1971, le groupe fait face à la nationalisation de sa mine de Cananea, au Mexique, par le président Luis Echeverría Álvarez. Puis c'est au tour du président chilien Salvador Allende d'achever la nationalisation, la même année, de la mine de Chuquicamata, avec la loi du 11 juillet 1971 votée à l'unanimité du Congrès, le Chili parlant de « jour de la dignité nationale ». L'expropriation des mines chiliennes prive la société des deux-tiers de sa production totale. Le Chili compense toutefois l'expropriation, mais en se fondant sur un calcul basé sur la moyenne des profits d'Anaconda dans le monde: il considère ainsi que la firme obtenait des profits de 12 % supérieurs à ceux gagnés ailleurs, et refuse donc de rembourser cette marge considérée comme illégitime. Or, le calcul de la marge gagnée par Anaconda étant considéré comme supérieur à la valeur des mines, aucun dédommagement n'est versé. Les représentants d'Anaconda sont alors en contact étroit avec le secrétaire d'État Kissinger afin de tenter d'obtenir une compensation9. Le 28 octobre 1971, le PDG Jay Parkinson, qui siégeait au Business Group for Latin America, lobby monté par David Rockefeller, démissionna de ses fonctions10. Après le coup d'Etat du 11 septembre 1973, le général Pinochet versa en compensation à la firme 250 millions de dollars. Le Département d'État demanda à Manuel Contreras, chef de la DINA et un temps payé par la CIA, d'encourager Anaconda à reprendre ses activités au Chili11.

Bron tekst: http://archief.uitpers.be/ Alfred Cahen is na zijn overlijden (20 april 2000) geloofd en geprezen als een groot intellectueel en diplomaat. Vooral in De Standaard sloofde Mia Doornaert zich uit in een ode aan vriend Cahen. Geen woord over minder verkwikkelijke zaken, zoals zijn tussenkomst ten gunste van een Oekraïense maffiabaas of zijn lobbywerk ten tijde van de grote helikopteraankoop. Alfred Cahen was onder meer jarenlang Belgisch ambassadeur in Kinshasa en Parijs en ging prat op zijn vriendschappen met figuren als Henry Kissinger en Mobutu Sese Seko. Cahen, van socialistischen huize, was vooral als kabinetschef van minister van Buitenlandse Zaken Henri Simonet zeer machtig geworden in de Belgische diplomatie. Zijn beleid droeg de stempel van zijn vriendschappen. Cahen bleef na zijn pensioen in Parijs als secretaris-generaal van de Associatie voor Atlantische samenwerking, een organisatie voor Nato-propaganda. Zijn naam kwam in september 1999 door een andere vriendschap spectaculair in het nieuws. De Duitse zender ZDF onthulde dat hij het jaar daarvoor bij de Franse autoriteiten was tussengekomen ten gunste van Semion Mogilevitsj. Die man kon in de landen van de Schengengroep niet rondreizen, maar Cahen beloofde daar iets aan te zullen doen. "Op verzoek van een vriend", zei Cahen, die de démarche toegaf. Cahen zei dat Mogilevitsj gewoon een vriend was van een vriend uit de Associatie voor Atlantische Samenwerking. "En af en toe doe ik een vriendendienst", voegde Cahen eraan toe. Maar hij verzekerde niet te hebben geweten wie die Mogilevitsj was. Mogilevitsj bleek vorig jaar bovendien de spilfiguur te zijn in een grote witwasserij van Oost-Europees maffia- en smeergeld, waaronder smeergelden die de familie Jeltsin in veiligheid wou brengen. Een firma van Mogilevitsj had via de Bank of New York 15 miljard dollar witgewassen. Diezelfde Mogilevitsj had in België nog andere contacten: Philippe Rozenberg, tot juni 1999 lid van de Brusselse Hoofdstedelijke Raad voor het Front National, die meerdere contacten had met Oost-Europese maffiosi. Onder andere meer Sergej Michajlov, een beruchte peetvader uit Moskou, jarenlang erg bedrijvig in Antwerpen. Toen die man in 1998 in Genève terechtstond, werden zijn dure advocaten betaald door Mogilevitsj en kreeg de rechter brieven van Rozenberg uit Brussel om te getuigen dat die Michajlov een deftig zakenman was. Het hielp, hij werd vrijgesproken. Begin 2000 werd Rozenberg (bij verstek) in Brussel tot bijna vier jaar veroordeeld voor zijn zaken met die deftige zakenlieden. De naam Cahen dook ook op toen de Belgische strijdkrachten helikopters wilden kopen. Het Italiaanse Agusta vond stevige lobbyisten, maar ook de grote concurrent uit Frankrijk, Aérospatiale, wou de bestelling binnenhalen. Zowel Alfred Cahen als zoon Max-Olivier Cahen kwamen tussen ten gunste van dat Franse bedrijf. Waarschijnlijk ook een "vriendendienst". Het feit dat Agusta later in verband werd gebracht met de moord op Cools, werd volgens geruchten uit de PS in verband gebracht met de nauwe persoonlijke banden tussen zoon Cahen en Anne-Marie Lizin die het eerst met die suggestie afkwam. Zoon Cahen en Lizin stichtten ooit een "vzw" voor de promotie van het Europese gedachtegoed. Zoon Cahen is ook zwaar in opspraak gekomen omdat hij op grote schaal vertrouwelijke documenten van het ministerie van Buitenlandse Zaken aan Afrikaanse regimes zou hebben verkocht. Er is dus vraag naar? Met die geschiedenis kwamen ook de nauwe banden tussen zoon Cahen en Amerikaanse geheime diensten aan het licht.

Kissinger’s later prominence as National Security Advisor and then Secretary of State has overshadowed his earlier career; he, like many Cercle Pinay contacts, started in the wartime intelligence services (OSS-CIC/SOE-MI9). Having been spotted by the talent scout Fritz Kraemer, Kissinger served in the CIC during the war before teaching from 1946 on at the European Command Intelligence Center in Oberursel, known as Camp King. One of the most prominent Americans to serve alongside Kissinger at Camp King was Arnold M. Silver who would go on to be a "very senior Agency man in charge of counter-subversion in Western Europe" (Crozier, pg 134), was later fired in the 1977 "Halloween Massacre", and became a core member of the 6I in the 1980s. After service in the CIC, Kissinger served as a consultant to the Director of the Psychological Strategy Board (later subsumed into the Office for Policy Coordination) and began a close association with the Rockefeller brothers, working between 1956 and 1958 as Director of the Special Studies Project funded by the Rockefeller Brothers Fund presided by Nelson Rockefeller, Governor of New York and candidate for the Republican presidential nomination in 1960, 1964, and 1968. After the Special Studies Project was concluded, Nelson Rockefeller employed Kissinger as a part-time foreign policy consultant before appointing him as a full-time member of his staff in late 1968. In 1969, when Kissinger became Nixon's National Security Advisor, Rockefeller paid him $50,000 as a severance payment. For the post of Military Assistant to the National Security Advisor, Kissinger chose Alexander Haig, another of Fritz Kraemer's acolytes; Kraemer's son Sven, in 1977 a probable 6I founding member, also served in the Nixon-Kissinger NationalSecurity Council. Nelson Rockefeller would go on to undertake four trips to twenty Latin American republics in April-May 1969 on behalf of President Nixon and served as Vice-President under Gerald Ford following Nixon's resignation in August 1974; in 1975, as Vice-President, he chaired the first investigation into the CIA’s illegal domestic activities (the Rockefeller Commission, forerunner to the Church Committee) – see

The Office of Policy Coordination (OPC) was a United States covert psychological operations and paramilitary action organization. Created as an independent office in 1948, it was merged with the Central Intelligence Agency (CIA) in 1951.
OPC was created in 1948 under the United States National Security Council document NSC 10/2. The OPC's directors included representatives of the State and Defense departments and the CIA. Though a unit of the CIA, the OPC Director reported to the State Department.[1]
State Department official George F. Kennan was the key figure behind OPC's creation.[1]
The OPC's executive director was Frank Wisner,[2] a former OSS figure in Romania and later an assistant secretary of state for refugee affairs.[citation needed]
The OPC grew rapidly during the Korean War. In April 1951, US President Harry Truman established the Psychological Strategy Board in order to coordinate all US psychological warfare strategy.[3]
In 1952, the office came under the direct control of the CIA and was merged with its Office of Special Operations to form the Directorate of Plans.
