Eloge funèbre du Général Robert Close,  Sénateur honoraire, prononcé par   Armand De Decker, Président du Sénat  

Le Général Robert Close, Sénateur honoraire, Bob pour ses proches, nous a quittés le samedi 6 décembre, jour de la Saint-Nicolas.

Peut-être a-t-il voulu, ce matin-là, nous rappeler tout ce qu'il nous avait donné. Résistant à la mort depuis plusieurs jours, peut-être a-t-il voulu nous faire un dernier clin d'oeil, tant il est vrai qu'il ne savait résister à l'humour généreux qui l'habitait depuis qu'à la sortie de l'adolescence la guerre le confronta trop tôt à la mort.    

Robert Close c'était l'énergie faite homme.  

C'était l'amour de la vie dévorée à pleine dent.  

C'était la passion de la liberté pour laquelle il était prêt à tous les combats, à tous les sacrifices.  

C'était l'obsession de la vérité à laquelle, en grand honnête homme, il renonçait le cas échéant à ses plus grandes certitudes.  

Mais comme il le disait lui-même, Robert Close, Bob, était aussi, à côté de ses combats, un «intégriste de l'amitié».  

Sentimental et sensible, il fut un mari attentionné, un père et un grand-père aimant et chaleureux, un compagnon merveilleux et un ami indéfectible.  

II aimait communiquer sa joie, faire partager ses enthousiasmes et ses découvertes.  

II aimait les grands voyages et les rencontres au bout du monde.  

Né au lendemain de la première guerre mondiale pour plonger, à dix, huit ans, dans la seconde, sa vie entière fut consacrée à la faire d'abord, à la combattre ensuite.  

Il combattit la guerre comme seuls les militaires savent le faire. En connaissance de cause. Il le fit avec toutes les armes dont il disposait:  

-     Une formation militaire qui lui fut donnée par l'Ecole des Cadets et l'Ecole Royale Militaire d'abord, par les Universités de Liège et de Bruxelles ensuite.  
-     Un caractère trempé dans les épreuves qu'il avait trop tôt endurées et dans l'expérience des hommes qu'il n'a cessé de mener.  
-     Un charme dont il usait et abusait avec délectation.  
-     Un talent littéraire exceptionnel qui lui fut probablement inculqué par Maurice Grevisse, son professeur de français et qui faisait de ses lettres, de ses notes, de ses petits mots ou de ses ouvrages les plus sérieux des chef-d'œuvres d'élégance et de précision.  

Robert Close était un homme libre doublé d'un homme de culture, qui avait survécu au régime des camps de concentration nazis grâce à la lecture des grands philosophes.  

C'est cette double caractéristique qui conduisit l'officier Close à partager sa brillante carrière entre l'enseignement et le commandement.  

II excella dans les deux, éveillant sur son passage l'enthousiasme des jeunes qui avaient la chance de croiser son chemin.  

Jeune Sous-lieutenant de cavalerie, j'ai eu la chance de le croiser en 1976 dans le bel escalier qui mène à la salle à manger du Club des Officiers des Guides à Bruxelles.  

II me parla du livre «L'Europe sans Défense» qu'il venait de publier et dont je partageais, comme tant d'autres, la pessimiste analyse.  

Au plus chaud de la guerre froide, il était rassurant d'entendre un officier général dire tout haut ce que beaucoup voulaient délibérément taire et occulter: la stratégie de l'OTAN basée sur la dissuasion nucléaire tactique et la défense «de l'avant» voulue pour des raisons politiques, ne résistait pas à l'analyse.  

Cette franchise, cette honnêteté intellectuelle, ce courage coûta au Général Close sa troisième étoile, mais lui valut l'estime et l'admiration de ceux que, lui, respectait.  

Robert Close était un résistant. II résista à la menace soviétique et à ceux qui jouaient consciemment le jeu de Moscou, avec la même détermination que celle qu'il avait mise à combattre l'Allemagne nazie.  

Après la chute du Mur de Berlin et l'implosion de l'Union Soviétique, Vadim Zagladine, artisan de la politique étrangère de l'URSS de Brejnev à Gorbatchev me dit un jour qu'à ses yeux le Général Close et «l'Institut Européen pour la paix et la sécurité» qu'il créa, furent parmi les plus efficaces résistants à la doctrine de Brejnev, dont le but était de diviser l'OTAN et de contrôler l'Europe Occidentale par l'intimidation.  

La dynamique action du Général Close qui alimenta, comme personne ne le fit, l'opposition au pacifisme ambiant, contribua considérablement à sauver l'unité de l'Alliance Atlantique, unité qui permis plus tard de libérer l'Europe orientale de la sinistre dictature communiste. Lorsqu'il quitta l'armée pour retrouver sa chère liberté, je lui ai demandé de rejoindre le PRL que Jean Gol venait de créer.  

II accepta avec joie, fidèle à l'amitié qui le liait depuis l'Athénée de Namur, à Michel Toussaint et à Robert Henrion.  

II connut alors sept années de vie parlementaire en qualité de Sénateur. Même si son esprit de cavalier, pour lequel le chemin le plus court est toujours la ligne droite, ne le prédisposait pas naturellement aux compromis que la réalité du débat politique impose immanquablement, il connut au Parlement, où il retrouva ses amis Yves du Monceau, Michel Toussaint, Robert Henrion, Pierre Clerdent, Henri Simonet et Charles Poswick, des joies et des satisfactions réelles.  

II apprécia tout particulièrement son mandat au Conseil de l'Europe et à l'Assemblée de l'U.E.O. où l'on évoque encore aujourd'hui la qualité de ses rapports consacrés aux grandes questions stratégiques.  

Les couloirs du Parlement reten­tissent encore de sa voix de stentor lorsqu'il interpellait le gouvernement et de ses rires d'adolescent lorsqu'il retrouvait ses amis. C'était une époque où, en pleine guerre froide, l'armée trouvait en lui, un avocat vigilant et les Affaires étrangères un expert d'une exceptionnelle lucidité.  

Robert Close aimait la Belgique avec passion et exprimait réguliè­rement son allergie vis à vis de nos mesquineries communautaires. Son goût de la vérité l’amena à l'automne de sa vie, lui qui avait vécu la campagne des 18 jours, Dunkerque, le sort des prisonniers de guerre, puis celui de prisonnier politique, à défendre, avec sa fougue coutumière, la mémoire du Roi Léopold III.  

En dédicace du livre qu'il lui consacra après avoir grâce à la Princesse Lilian, eu accès aux archives du Roi, il écrivit: «En ce jour de commémoration du centième anniversaire de la naissance du Roi Léopold III, nous dédions le premier exemplaire de cet ouvrage à la petite Princesse Elisabeth, future Reine des Belges, pour qu'Elle puisse un jour, avec admiration et affection, découvrir le vrai visage de son arrière-grand-père».  

Au nom du Sénat et au nom des Autorités de la Belgique que vous avez si bien servie et tant aimée, au nom de tous vos amis: Merci Mon Général.

In 1987, Independent Counsel Robert McKay investigated Bruce Rappaport for activities he engaged in on behalf of CIA director William Casey. These activities included the purchasing of an Antiguan melon-farm for Israeli arms dealers who were significant customers of BCCI in Miami and placing Alfred Hartmann (BCCI employee) on the board of directors of Intermaritime Bank of Geneva and New York.[21]

Rappaport was also the person who allegedly controlled bank accounts which received $10 million for the Contras. Swiss authorities told the Iran/Contra Committees that the $10 million had disappeared, and was found to have "mistakenly" gone to a Swiss businessman, who then returned the money after the Iran/Contra affair was discovered. Press accounts contended that the businessman was Rappaport.

Cela a entraîné des échanges de courriers que l'on retrouve dans les archives car le général Robert Close avait quitté l'EIS (où il y aurait eu trop d'Allemands) pour créer l'IEPS (avec Armand de Decker, etc) et il voulait récupérer cet argent pour l'IEPS.

Intéressant de noter que John K. Singlaub rencontre Robert K. Brown en juin 1985 et que la 18° conférence de la WACL a commencé le 9 septembre 1985 à Dallas sous la présidence de John K. Singlaub.

Le 27 septembre 1985, c'est l'attaque des tueurs du Brabant à Braine l'Alleud et Overijse.

Il est à mon avis probable que Robert K. Brown et "Tony Poe" y ont participé.

Rightist Crusade Finds Its Way Into Spotlight Led by Retired Gen. Singlaub, Anti-Communist League Is Funnel for Private Funds to Contras

Retired Maj. Gen. John K. Singlaub stood ramrod-straight beneath pink crystal chandeliers and the white glare of television lights.

He gazed across a ballroom filled with Texas millionaires, Nicaraguan rebels, South American rightists and Chinese anti-Communists. To his surprise, he said later, a tear welled up in his soldierly eye.

"President Reagan is our symbol of strength," he said, "the triumph of God's will against the evil of Communist tyranny."

The audience stood up and cheered. It cheered again for a Nicaraguan anti-Sandinista rebel commander who lost a leg in battle, for an Afghan rebel whose fingers were blown off by a mine and for a grandmotherly-looking heiress who has given the contras-as the Nicaraguan insurgents are called-$65,000 to buy a helicopter.

These are heady days for the World Anti-Communist League.

Worldwide Network

A worldwide network of rightist groups led by Singlaub, 64, the former U.S. commander in Korea who retired in 1978 after publicly charging then-President Jimmy Carter with ignoring the Communist threat, the league was virtually unknown until a few months ago.
Once riven by neo-Nazis and anti-Semites, it has suddenly found itself the object of public attention as the most effective source of private funds for the contras.

Now, the organization, with chapters in 98 nations, says it plans to provide the same service for anti-Communist insurgents in Africa and Asia, becoming a new factor in Third World politics: a ready-made, fund-raising network for rightists.

Singlaub's fervent fund-raisers believe they are riding the crest of a wave. And in large part, they think their new momentum comes from having a friend in the White House.

"I commend you all for your part in this noble cause," Reagan told the organization's members in a letter to its annual conference here last week. "Our combined efforts are moving the tide of history toward world freedom."

Reagan's letter stressed his commitment to promoting democracy in place of both rightist and leftist dictatorships, a basic tenet of what some officials have called the "Reagan Doctrine."

Defending Autocrats

But Singlaub and other league members were quick to defend the world's remaining rightist autocrats.

The meeting's delegates included an aide to Paraguay's Gen. Alfredo Stroessner, South America's longest-reigning dictator, and a Guatemalan rightist who U.S. officials charge has helped organize death squads in Central America. Delegates from Spain, Portugal and Argentina openly waxed nostalgic about the fallen dictatorships in their now-democratic countries.

And the conference took time out to send a telegram to Chile's president, Gen. Augusto Pinochet, congratulating him on the anniversary of his 1973 coup d'etat against a Marxist regime. "That was one place where the people overthrew a Communist government," Singlaub said.

`Idiocies of Congress'

"We are trying to organize programs of support to anti-Communist resistance movements to fill the gaps left by the idiocies of Congress," Singlaub, a man who relishes direct speech, said in an interview.

In the case of the contras, he said, "The remarkable thing is that an effort on the part of the private sector kept them from collapsing." The CIA funded the contras from 1981 until Congress halted the aid in 1984; in July, Congress agreed to resume funding but only for "non-lethal" supplies.

Administration officials have acknowledged that, in the interim, they directed some would-be donors to Singlaub but say they did not actively solicit contributions or advise Singlaub on the effort.

Support for Reagan

"The President's policy was clear," Singlaub said. "We just designed a program that we thought was carrying out the President's desires."

The retired general, who earlier ran a private aid program for the army of El Salvador with direct help from the Pentagon, said he abstained from almost any contact with the Administration because Congress had prohibited U.S. aid of any kind.

But, noting that he has long known several Administration officials-and that three members of his chapter have been named ambassadors by Reagan-he said, "I don't think we're out of touch."

Adolfo Calero, one of the contras' top leaders, says Singlaub has been his most effective fund-raiser in the United States, perhaps because the retired general makes no bones about going beyond purely "humanitarian" aid to help the rebels' military effort.

Heiress Gives Up Cruises

His donors include Ellen Garwood, the elderly Austin heiress who says she "just gave up going on cruises and buying fancy dresses" to help the contras, and oil billionaire Nelson Bunker Hunt, who attended the league's "Freedom Fighters' Ball" here last week and lauded Singlaub for raising money "when our government should have been doing it."

Singlaub said he has no way of estimating how much he has raised for the contras because many donors give supplies rather than cash. (Calero has said the rebels have been given almost $25 million during the last year, most of it from outside the United States, reportedly including some covert aid from Latin American governments.)

Federal laws prevent Singlaub from using money raised in the United States for buying guns and ammunition, and that is where the league's network comes in. Especially in Latin America, the organization has steered him to wealthy, well-connected rightists who can fund weapons purchases.

Friends Around World

"I can go to any country in the world and I know that I have a friend there who can help me get in touch with people I need," Singlaub said.

Now, he said, his group plans to expand its fund-raising efforts to help other insurgent movements in Afghanistan, Angola, Mozambique, Ethiopia, Vietnam, Laos and Cambodia.

He said that league members in Portugal are already aiding rebels in the former Portuguese colonies of Angola and Mozambique and that large chapters in Taiwan and South Korea have been active in Indochina.

In their weeklong convention in a Dallas luxury hotel, the league's regional organizations agreed on "action plans" for helping rebellions but refused to make them public.

"We'll let you know once we've done some of it," said Walter Chopiwskyj, a Ukrainian-American activist who serves on the board of Singlaub's U.S. Council for World Freedom, the Phoenix-based U.S. chapter of the league. "Right now, we're just talking about plans."

Pitches for Help

That disclaimer did not stop dozens of anti-Communist guerrillas and would-be guerrillas from around the world from turning up in Dallas to make pitches for help, each offering reasons his rebellion deserved special attention.

They ranged from the contras' Calero to members of two competing Afghan groups who eyed each other warily. They included former South Vietnamese army officers hoping to organize a rebellion in their homeland, and a lonely representative from Kachinland, an ethnic minority area of Burma, who worked vainly to get his small insurrection added to the league's list.

Private-enterprise insurgency is a relatively new mission for Singlaub's organization, which was founded in 1967 by members of Taiwan's ruling Kuomintang party mainly as a vehicle for organizing opposition to Communist-ruled mainland China.

`False Expectations'

For most of its 18-year history, the league has concentrated on forging links among rightist groups in Europe and elsewhere, helping rightist regimes in Latin America fight leftist revolution and fulminating against what this year's final communique called "false expectations on Peking's current posture."

And during that earlier period, its membership included factions dominated by ex-Nazis, anti-Semites and officials of some of the most savagely repressive dictatorships in Latin America. Its Latin American regional organization served as a meeting ground for individuals bent on maintaining rightist power in the area, regardless of the human costs.

In a 1982 interview with The Times, for example, Salvadoran rightist leader Roberto D'Aubuisson said that he attended a 1980 conference of the Latin American chapter in Argentina, then ruled by rightist military officers who are now on trial for killing thousands of suspected leftists.

Countersubversion Programs

Accompanied by Guatemalan rightist leader Mario Sandoval Alarcon, D'Aubuisson said he met with Argentine "civilian advisers" whom he later brought to El Salvador to instruct the Salvadoran National Guard in countersubversion, a program that contributed to the bloody campaigns of the death squads.

In those days, the league's Latin American group was run by Argentine, Paraguayan, Brazilian and Mexican rightists, according to league records.

The Mexican chapter helped precipitate a crisis in the organization in the early 1970s when it joined with some European chapters to recruit neo-Nazi and anti-Semitic groups. The British and American chapters withdrew from the league for a time in protest.

Anti-Semites Expelled

But not until 1984, when Singlaub became chairman, were the last anti-Semites finally expelled. And today, even his critics credit the general for sincerity in trying to root out such elements.

"They were ejected . . . because of their radical views and because they were recruiting groups for membership in WACL that were not only anti-Semitic but were headed by Nazis-even, in one case, an SS group," Singlaub said last week.
But some of the individual Paraguayans and others who shared the leadership of the organization's Latin American region are still in the organization, and Singlaub acknowledges he has not yet established complete control over the membership.

The normally unflappable general was taken aback last week when reporters informed him that Sandoval, the Guatemalan rightist, was a delegate at his convention.

"I didn't know that," Singlaub confessed. "He must be here as an observer, not as a delegate."

Told that Sandoval was, in fact, the chief of the Guatemalan delegation, Singlaub rallied to his support:

"He may have been part of (the old Latin American organization), but he does not hold anti-Semitic views. . . . You can accuse Sandoval of all sorts of things, but to my knowledge he has never been charged with anything by his government."

The league's turn toward support of anti-Communist insurgencies coincided with the Reagan Administration's adoption of the Nicaraguan rebels and the gradual emergence of the Reagan Doctrine-the proposition that supporting such rebellions should be an integral part of U.S. foreign policy.

Singlaub's anti-Communist group has a variety of links to the Administration. He has served as a consultant to the Pentagon; members of his U.S. Council for World Freedom are now the U.S. ambassadors to Guatemala, Costa Rica and the Bahamas, and many of Singlaub's donors have been Reagan campaign contributors as well.

His group criticizes the Administration fiercely on some issues: U.S. relations with China, pressure on South Africa over its apartheid policy of racial separation and aid to the Marxist government of Mozambique. But its members insist they are never angry at Reagan himself-only, they say, a little disappointed. "I believe he's had some very bad advice," Singlaub said.

As for the league's inclusion of outright authoritarians and its kindness toward rightist dictators, Singlaub's view is clear:

"Some of these regimes are more authoritarian than would be our standard," he said, ". . . but (they are) certainly anti-Communist.
"You either advocate Marxism-Leninism or you oppose it," he said. "You can't be halfway."

Ly & Fay Dang, Xay Soua & Zong Zoua, Paj Kaub & others Hmong rivals.

If I had disturbed your feeling in any shape of form. I was sorry for that and hope that you will forgive to me.

We  both are no strangers to each other,  we were both on the Chaos Fa highest staff for years, I still remembering my first visit at your house in St.paul before  accompanying Pa Kao To open the World Anti-Communist at Jumba, Angola in 1985. We met again at Yang Teng 's house in Rochester, Minnesota.(Yang Teng,Chao Fa Secretary General is now back Fighting in the Laos )

In 1992 I came to support You & yang chee in Colorado, Tou Lu asked me to tell you to call him, we met again during Sdeck siloyavong visit Moua Sao and last time was at Dr. Neng Yang graduation Party in Brooklyn Park last year.

Both of you and I were not elected by the People to be Leader, but we are well-known to everyone, because our sacrifice to help the peoples.

Our  credentials and philosophies are differences, but we are heading to the same gaol.

You were the first Hmong PHD, High level official for the Royal Lao government, helped Hmong at the refugee Camps in Thailand and France, NeoHom's Former Deputy Secretary general, Pa Koa's top Advisor, Yang chee Advisor, and now Communist LPDR  Lobbier.

I am who I was. In addition to that  I have met with Thai's Deputy Minister in Bang Kok, Sdeck Chao Sihanouk, Prime Minister SonSan of Cambodia, Chinese high officials in D.C. and Beijing, President Savimbee in Jumba, South Africa Presidential aid in Jonhasburg, Colonel mulmark, Mr. Casto of Nicaragua , General muiti of Italy, and In October 20002 I declared Chao Fa  Candidacy for Lao Presidential to challenge Khamtay Siphandone at the U.S. Congressional in D.C.
     
Get back to the Comment  told Hmong not to flee: In 1986 while Colonel Hang Sao, Chia Long Vue, Her Seng, And I meeting with General Muiti of Italy in Rome, Pa Kao Called from Thailand that you have Joined him as Minister, you were the 1st person invited Pa Kao to you house during his visit in St. Paul, MN. You will also send Major Yang Fue & Yang Teng to meet Pa Kao in Thailand later. Colonel Hang replied that  Dao could be Double agents. Please, be careful. and Chia Long Vue said, in May 1975 Dao & my Son Tou Vue slept in my house at Rooj Vaub Kib, he told us not to flee, only the Leader changed, that's why many of my people still remaining behind.

Colonel Hang again said that was true, my agent reported back to Longcheng that Dao did say it to the Hmong People in Rooj Vaub Kib. I said to them, just move forward and forget about in the past. As long as we have Dao with our team, we are heading to the right direction.

About Toulu, Tou Long & Sai Dang: I do not know how Tou long & Sai Dang feel torward you, but Tou Lu is my Brother ( His Father is My Father older Brother). Last year his former boss sent him to negotiate with me in Michigan for the Unification of Hmong, he told us a lot about you which you may not want to hear it.

ADDISON, TEXAS ADDISON, Texas (AP) _ Money and power dominate the shop talk and security is tight as resistance leaders from around the world gather to drum up support and financial aid during the World Anti-Communist League conference.

''Each country has a different way of struggle,'' Bee Moua, who belongs to a group aiding Laotian guerrillas, said Tuesday. ''We hope to share with our friends from other parts of the world and to learn from them.''

Representatives of anti-communist movements in Nicaragua, Afghanistan, Angola, Cambodia, Laos, Vietnam, Ethiopia and Mozambique are expected to speak at the five-day conference that began Tuesday at the Registry Hotel. About 300 people are expected to attend the conference, organizers say.

''We've come to show the world what they (Soviets) mean when they talk about peace,'' Afghan rebel Abdul Martin, 20, who recently lost both hands to a Soviet land mine, said through an interpreter.

The league and its American arm, the U.S. Council of World Freedom, hold the annual conference to promote awareness of the ''world communist menace'' and to raise funds, said retired U.S. Army Maj. Gen. John Singlaub, chairman of both organizations.

''We want to develop an awareness of the fact that there are countries whose people have been so abused that they've decided better dead than red,'' Singlaub said. ''Our primary philosophy is that we're pro-freedom. Our greatest concern is the human misery caused in those countries taken over by communism.''

Singlaub retired in 1978 after disagreeing loudly and publicly with President Jimmy Carter's defense and foreign policies. He recently attracted attention when he said White House national security officials advised him on raising money for resistance movements after Congress stopped CIA aid to Nicaraguan rebels.

During the conference, members will participate in workshops and seek ways to aid resistance movements, Singlaub said. ''For example, if a big problem is a lack of understanding in Europe of Nicaragua, the solution might be to sponsor a visit to Europe'' of Nicaraguan resistance leaders, he said.

''If the Afghans say their most serious problem is lack of medicine, the solution might be to ship medicines and even doctors to them.''

Several groups have threatened to protest the meeting, including the Dallas chapter of the Committee in Solidarity with the People of El Salvador and the World Affairs Council.

Singlaub dismisses the protests as communist-inspired, but Linda Hijek, of the El Salvador group, scoffed at that description.

''We have a responsibility to speak for the truth concerning U.S.-supported aggression against Nicaragua,'' she said.

Security at the hotel is tight. Delegates carry two passport-size photographs as positive identification, and special badges are required to enter the conference.

''There were threats to Dallas police so we wanted to take some form of action,'' Singlaub said.

Lt. Col. Oliver North, Adolfo Calero, Richard Secord and John Singlaub meet in North's NSC office to discuss weapons procurement. Singlaub, who is representing a private firm, GeoMiliTech Consultants Corporation, offers a lower price on surface-to-air missiles than Secord, but North and Calero decide the sale should go to Secord because he can provide training. Less than two weeks later, however, Calero places a $5 million order with Singlaub for weapons to be purchased through GeoMiliTech Consultants Corporation in Europe. Unlike Secord, whose commission averaged 38 percent on weapons sold to the Contras, Singlaub adds almost no mark-up. The weapons are delivered to Central America on July 8, 1985. But Calero's authority to purchase weapons is soon removed by Lt. Col. Oliver North and no other weapons are purchased from anyone other than Secord. (Iran-Contra Affair, p. 51)

GeoMiliTech Consultants Corporation, an arms brokerage run by Barbara Studley with the assistance of John Singlaub, submits a plan to the CIA to arm rebel forces around the world outside of official U.S. government channels. The plan appears to embody what Lt. Col. Oliver North later describes as William Casey's desire to create an "off-the-shelf" independent covert capability. Its objective is "to create a conduit for maintaining a continuous flow of Soviet weapons and technology, to be utilized by the United States in its support of Freedom Fighters in Nicaragua, Afghanistan, Cambodia, Ethiopia, etc." The idea is to create a "Three-way Trade" involving the People's Republic of China, Israel and the United States. The United States would provide credit to Israel for the purchase of high technology equipment and information. Based on the value of that credit, Israel would deliver military hardware to China which would allow the Chinese to upgrade their military forces and readiness. China would in turn ship Soviet-compatible weapons to a "neutral foreign trading company" -- GeoMiliTech -- which would then disburse those weapons "as per directions from the United States" to "freedom fighters worldwide, mandating neither the consent nor awareness of the

When Sejna defected in 1968, he was debriefed by the CIA.  Afterwards, he needed some form of livelihood.  As a Czech general officer, and at his age, there was not much for him to do.  So, as happened with a lot of folks like Sejna, he was signed up as a "consultant" to one of the US intelligence agencies.  Because of his experience in the Czech military and because of his connections with  Czech leaders, his insights were important to US analysis of  Czechoslovakian,  Warsaw Pact, and  Soviet affairs.  (...)

WASHINGTON — Until Secretary of State James Baker took him along on a trip to Moscow in 1989, Robert Gates, the CIA's premier Soviet specialist, had never actually been to the Soviet Union. He is reported to have glanced around Red Square muttering, ''It looks just like the overheads.''

True enough. Moscow does indeed look like ''overheads'' - satellite photographs - especially if they're in dreary gray and white.

But what does it say for our intelligence that its Soviet analyses were, for a decade, in the hands of a man who had never breathed foul Soviet air, had never heard the grumblings of its oppressed people and had never seen the astonishing squalor of its cities?

As Sen. Pat Moynihan, D-N.Y., charged, ''For the past 10 years the CIA could tell you everything about the Soviet Union - except that it was collapsing.'' Moynihan says inflated CIA and Pentagon assessments of Soviet economic successes drove our own defense budget sky-high, to meet a Soviet threat that was rotting at the base.

And now President Bush has nominated Gates to be director of Central Intelligence. As W.S. Gilbert wrote, ''Stick close to your berth and never go to sea, and you may be the ruler of the Queen's Navee.''

Gates is a remarkable bureaucratic success. As National Intelligence Officer for the Soviet Union, he was a protege of former CIA director William Casey. ''When Bill was in charge, you would get the conclusions written first, the estimates afterward,'' says a longtime intelligence official. ''Gates knew what Casey wanted to hear. If the Reaganauts wanted horror stories, Gates gave them horror stories.''

Example: In the '70s, the CIA cut loose a Czech defector, Gen. Jan Sejna, whom it suspected of lying to stay on the payroll. ''He was one of those guys whose memory gets better every year,'' snorted an official.

As a credibility test, the CIA showed Sejna ''disinformation'' documents that seemed to prove the KGB was behind all the world's terror groups - from the Irish Republican Army to the Japanese Red Army brigades. ''Absolutely correct,'' Sejna said. ''Funny how I forgot about that until just now.''

Thank you very much, said the CIA, and Sejna was quietly retired. He then turned up in Europe, peddling his ''inside'' information about Soviet support for world terrorism. When the Reagan administration came to power in 1981, Secretary of State Alexander Haig demanded that the CIA match Sejna's stories, which had been recycled into books and news articles. CIA officers were horrified: They recognized the charges as their own disinformation - and set out to rebut them.

Not Gates. He wanted the analysts to get on board with the new administration. Gates refused to stand up for his analysts. Rather, he accused them of being ''overzealous'' in trying to prove Haig wrong. The analysts were ordered to come up with information that proved Haig was right.

Gates has worked for four administrations. All his bosses, Democrat and Republican, like him. This is a bad sign. An intelligence officer who is so well liked by politicians must be doing something wrong.

(...) Plus tard, dans les années 1970, après un séjour fort instructif de cinq ans au Japon comme délégué général, je me trouvais projeté à l'aérospatiale, au coeur de l'industrie aéronautique. Comme directeur général adjoint, je pus observer le jeu de relations des ingénieurs de l'armement et les mécanismes de développement des programmes militaires. Je pris conscience des liens tissés dans le GIFAS (Groupement des industries françaises aéronautiques et spatiales) entre maîtres-d'oeuvre, sous-traitants et fournisseurs. Je rencontrai la toute-puissance méprisante de Marcel Dassault qui réussissait à imposer ses choix contre les intérêts de la société nationale et de l'Etat. Je découvris les offices et officines d'exportation, leurs moyens d'action, leurs relations intimes avec les dirigeants industriels, et la hiérarchie militaire.

Puis, comme délégué général en Amérique du Nord, je me frottais au système américain, à son administration, à la puissance de ses industries d'armement. Je commençais à comprendre ce qu'avait voulu dire le président Eisenhower.

Mais c'est pendant la période où je fus directeur général de la DGSE que je pus en prendre la pleine mesure. Je trouvais les services secrets truffés d'officiers supérieurs en symbiose avec le haut commandement de défense. J'étais en contact fréquent avec les membres de la haute hiérarchie et pouvais observer le jeu de leurs influences. Je siégeais dans des réunions où je pouvais apprécier les manipulations auxquelles étaient soumis le ministre et son cabinet, prendre conscience des cheminements souterrains qui affectaient l'entourage direct du président et du Premier ministre. Je rencontrais les dirigeants industriels et me trouvais associé à certaines de leurs actions, en particulier à l'étranger. Je saisis alors tout ce que recouvrait le complexe militaro-industriel.

Lorsque, plus tard, éclatèrent en 1985 les affaires Greenpeace, Luchaire et SNPE en France, mais aussi les scandales Irangate aux Etats-Unis, Bofors en Suède, d'autres en Hollande, je n'eus aucune difficulté à reconstituer les mécanismes qui les avait rendu possibles. Ces événements qui faisaient irruption sur le devant de la scène publique suggéraient aux citoyens l'existence d'un réseau puissant échappant au contrôle des responsables politiques ; ils constituaient les émergences fugitives du large système souterrain de défense, les manifestations sensibles des processus occultes du complexe militaro-industriel.

Mais il est dès maintenant un autre obstacle à ces évolutions pleines de promesses. C'est celui des groupes d'hommes dont les credo, la puissance et les intérêts sont intimement liés à une lecture "militariste" de l'histoire. Ils sont implantés aussi bien dans les pays développés que dans ceux des pays en développement, dans les démocraties que dans les Etats totalitaires. Ils tirent l'essentiel de leur réussite ou de leur richesse de la tension internationale, de la production, du commerce et quelquefois de l'usage des armes. Ils entretiennent entre eux, par-dessus les frontières, souvent par des canaux occultes, des relations suivies.

Ces groupes constituent les complexes militaro-industriels. Le président Eisenhower les dénonçait en 1961 pour les Etats-Unis. Il en existe depuis Staline en Union soviétique, où ils bénéficient d'un statut privilégié et de priorités exorbitantes d'affectation de ressources. Ces deux complexes se sont considérablement renforcés depuis 1960 en même temps qu'ils s'étendaient aux autres puissances industrielles, grâce à la tension internationale, à la course aux armements et à la floraison de ventes d'armes aux pays tiers.

En France, pays qui se situe au troisième rang mondial pour les exportations d'armes, l'influence de la haute hiérarchie militaire et des gros industriels n'a pas attendu la Deuxième Guerre mondiale pour se faire sentir dans les choix de défense et de politique étrangère. Mais c'est en 1961, c'est-à-dire curieusement de l'année même de la déclaration d'Eisenhower, que date la forme moderne du complexe militaro-industriel français qui n'a cessé de se renforcer depuis lors. Comme aux Etats-Unis, avec le développement du nucléaire et de l'aéronautique et grâce à des injections massives de crédits publics, comme en Union soviétique où la priorité leur a été également donnée dans les orientations de planification, les choix faits par de Gaulle en faveur de la force de frappe et les conséquences qui en ont résulté dans les lois de programmation militaire depuis 1961 ont privilégié les mêmes secteurs, conduisant à des efforts exceptionnels de recherche et de production financés par l'Etat.

(...) une redoutable communauté d'intérêt s'est créée entre responsables militaires, ingénieurs de la défense et industriels, communauté protégée par les dimensions de secret et de sécurité nationale qui lui sont attachées, communauté qui dispose de puissants moyens et d'efficaces canaux occultes d'influence.

Trop d'événements douloureux et dramatiques ont affecté la vie des peuples sans qu'ils puissent intervenir effectivement dans les choix de guerre. Il paraît maintenant indispensable que l'opinion soit informée, en particulier sur ces complexes dirigés par la statocratie (...) Il y va de la sauvegarde de la démocratie et des choix pouvant affecter profondément la vie des nations (...)

Une question que je me pose est l'éventuel lien entre Elio Ciolini et les services secrets français ; plusieurs sources en font état, dont Philippe Lacroix, ancien complice de Patrick Haemers ... alors qu'avant d'arriver en Belgique, Elio Ciolini a séjourné aux USA et est présenté par Walter De Bock comme un agent de la CIA. Ce n'est peut-être pas incompatible...

Cela vaut la peine de jeter un coup d'oeil à l'autobiographie du général Robert Close ("Gauche ! Droite !").

Il y a une photo de lui sur la couverture et il est indiqué qu'elle a été faite par Yves Debay.

Ce dernier apparaît sur la photo suivante, avec Robert K. Brown ("Soldier of Fortune") en Rhodésie.





Dans les pages intérieures, il y a aussi une photo de Robert Close ... avec Lyman Lemnitzer (celui de l'opération Northwoods).

Yves Debay (l'auteur de la photographie qui orne la couverture de l'autobiographie de Robert Close, préfacée par Armand De Decker) a milité au front de la Jeunesse ...
